How can you have a wingless fly?

A while ago this unusual insect was noticed. It is a wingless soldier fly. Sounds like a contradiction to have a wingless fly. Here is a link to more information

  1. Thanks for the info on the wingless soldier fly. I have seen them at Bolwarrah, alongside the Moorabool Res. There were 100 or more of these ugly, primitive-looking bug-like things there in April. I didn’t know what they were until I found a male mating end-to-end with one of them.
